The Standing Senate Committee on Transport and Communication met in camera this day at 12:04 p.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.
Members of the committee present: The Honourable Senators Cochrane, Dawson, Fox, P.C., Frum, Housakos, Johnson, MacDonald, Martin, Mercer, Merchant, Plett and Zimmer (12).
In attendance: Terry Thomas, Analyst, Parliamentary Information and Research Service, Library of Parliament.
Pursuant to the order of reference adopted by the Senate on Tuesday, March 16, 2010, the committee continued its study on emerging issues related to its communications mandate — wireless sector. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)
Pursuant to rule 92(2)(e), the committee considered a draft budget.
At 12:06 p.m., the committee suspended.
At 12:07 p.m., the committee resumed in public.
It was agreed that the following special study budget application (wireless sector) for the fiscal year ending March 31, 2011 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and other services $ 16,300 Transportation and Communications — All other expenditures 1,070 TOTAL $ 17,370
At 12:10 p.m., it was agreed that the committee adjourn to the call of the chair.

The Standing Senate Committee on Transport and Communications met this day at 9:32 a.m., in room 257, East Block, the chair, the Honourable Dennis Dawson, presiding.
Members of the committee present: The Honourable Senators Cochrane, Dawson, Frum, Housakos, Johnson, Martin, Mercer, Merchant, Plett and Zimmer (10).
In attendance: Terry Thomas, Analyst, Parliamentary Information and Research Service, Library of Parliament; and Mona Ishack, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, May 12, 2010, the committee began its study on Bill S-5, An Act to amend the Motor Vehicle Safety Act and the Canadian Environmental Protection Act 1999.

Kash Ram, Director General, Road Safety and Motor Vehicle Regulation;

Josée Lavergne, Manager, Air Pollutant Regulatory Development Section, Transportation Division.
Mr. Baird made statement and, together with Mr. Ram, answered questions.
At 9:55 a.m., the committee suspended.
At 9:56 a.m., the committee resumed.
Mr. Moffet answered questions.
At 10:01 a.m., pursuant to rule 92(2)(f), the committee resumed in camera to consider a draft report.
It was agreed that the committee acquire a domain name for the release of the wireless report.
The chair informed members of the decision by the Subcommittee on Agenda and Procedure to award a contract for the production of a video and development of a website for the release of the wireless report.
At 10:18 a.m., it was agreed that the committee adjourn to the call of the chair.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-5, An Act to amend the Motor Vehicle Safety Act and the Canadian Environmental Protection Act, 1999.
It was agreed that the title stand postponed.
It was agreed that clause 1, which contains the short title, stand postponed.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.

It was agreed that the committee adopt the draft report and that the Subcommittee on Agenda and Procedure be empowered to approve the final text of report.
It was agreed that the chair be empowered to approve the website and graphic design of the final report.
At 8:13 p.m., it was agreed that the committee adjourn to the call of the chair.
