The Standing Senate Committee on Transport and Communication met this day at 9:34 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Cochrane, Dawson, Frum, Housakos, Johnson, Martin, Mercer, Raine and Zimmer (9).

In attendance: Dean Ruffilli, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 12, 2010, the committee continued its study on emerging issues related to the Canadian airline industry. (For complete text of order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Competition Bureau:

Martine Dagenais, Assistant Deputy Commissioner of Competition, Mergers Branch;

Donald Plouffe, Assistant Deputy Commissioner of Competition, Criminal Matters Branch.

The chair made opening statement.

Ms. Dagenais made a statement and, together with Mr. Plouffe, answered questions.

At 10:27 a.m., the committee proceed to consider a draft budget.

It was agreed that the following special study budget application (Airline Industry) for the fiscal year ending March 31, 2011 be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services 0

Transportation and Communications $ 320

All Other Expenditures $ 100

TOTAL $ 420

At 10:27 a.m., it was agreed that the committee adjourn to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Thursday, December 9, 2010, the committee began its study on Bill C-28, An Act to promote the efficiency and adaptability of the Canadian economy by regulating certain activities that discourage reliance on electronic means of carrying out television and Telecommunications Commission Act, the Competition Act, the Personal Information Protection and Electronic Documents Act and the Telecommunications Act.
