The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room 257, East Block, the chair, the Honourable Senator Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Cowan, Fraser, Frum, Joyal, P.C., McIntyre, Neufeld, Ngo, Runciman and White (11).

In attendance: Lyne Casavant, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 25, 2012, the committee continued its consideration of Bill C-293, An Act to amend the Corrections and Conditional Release Act (vexatious complainants). (For complete text of the order of reference, see proceedings of the committee, Issue No. 25.)

WITNESS:

As an individual:

David Mullan, Emeritus Professor, Queen's University.

The chair made an opening statement.

Mr. Mullan made a statement and answered questions.

At 5:37 p.m., the committee adjourned to the call of the chair.
