The Standing Senate Committee on National Finance met this day, at 9:30 a.m, in room 9, Victoria Building, the deputy chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Callbeck, Eggleton, P.C., Finley, Gerstein, Marshall, Nancy Ruth, Neufeld, Nolin, Peterson, Ringuette and Runciman (11).

In attendance: Édison Roy-César, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 3, 2011, the committee continued its examination of the expenditures set out in the Supplementary Estimates (B) for the fiscal year ending March 31, 2012. (For complete text of the order of reference, see proceedings of the committee, Issue No. 8.)

WITNESSES:

Human Resources and Skills Development Canada:

Alfred Tsang, Chief Financial Officer;

Kathryn McDade, Assistant Deputy Minister, Learning Branch;

Louis Beauséjour, Associate Assistant Deputy Minister, Skills and Employment Branch;

Nancy Milroy-Swainson, Director General, Office for Disability Issues;

Ron Meighan, Director General, Benefits Processing, Service Canada.

Canadian International Development Agency:

David Moloney, Executive Vice-President;

Sue Stimpson, Chief Financial Officer;

Leslie Norton, Director General, International Humanitarian Assistance Directorate.

At 9:33 a.m., Mr. Tsang made a statement and, together with Ms. McDade, Mr. Beauséjour and Ms. Milroy- Swainson, answered questions.

At 10:34 a.m., the committee suspended.

At 10:36 a.m., the committee resumed.

Mr. Moloney made a statement and, together with Ms. Stimpson and Ms. Norton, answered questions.

At 11:36 a.m., the committee adjourned to the call of the chair.
