The Standing Senate Committee on National Security and Defence met this day at 4 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Dawson, Day, Lang, Manning, Mitchell, Nolin, Peterson, Plett and Wallin (9).

In attendance: Martin Auger and Holly Porteous, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its study of Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

As individuals:

Stephen Flanagan, Kissinger Chair in Diplomacy and National Security, Center for Strategic and International Studies (by video conference).

Jim Robbins, President, EWA-Canada.

Dave McMahon, Cyber Security and Defence Expert.

Rafal Rohozinski, Chief Executive Officer, SecDev Group.

Mr. Flanagan made a statement, and answered questions.

At 5:02 p.m., the committee suspended.

At 5:04 p.m., the committee resumed.

Messrs. McMahon, Rohozinski and Robbins each made a statement. Together the witnesses answered questions.

At 5:57 p.m., the committee suspended.

At 6:01 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 7, 2012, the committee continued its study of the status of, and lessons learned, during Canadian Forces operations in Afghanistan. (For complete text of the order of reference, see proceedings of the committee, Issue No. 5.)

WITNESSES:

Canadian International Development Agency:

Bob Johnston, Regional Director, General, Europe, Middle East, Maghreb, Afghanistan and Pakistan;

Dave Metcalfe, Senior Director, Afghanistan.

Mr. Johnston made a statement, and together with Mr. Metcalfe, the witnesses answered questions.

At 6:49 p.m., the committee suspended.

At 6:51 p.m., pursuant to rule 92(2)(e) the committee resumed in camera to discuss a draft agenda (future business).

At 6:53 p.m., the committee adjourned to the call of the chair.
