The Standing Senate Committee on Transport and Communications met this day at 6:47 p.m., in room 9, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.
Members of the committee present: The Honourable Senators Boisvenu, Dawson, Doyle, Eggleton, P.C., Greene, Housakos, Mercer, Unger, Verner, P.C. and Zimmer (10).
In attendance: Alexandre Lavoie and Zachary Alaoui, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee began its consideration of the subject-matter of those elements contained in Divisions 5, 12 and 20 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Minister Lebel and Ms. Borges each made opening statements and, together with Mr. Stacey, answered questions.
At 7:43 p.m., the committee suspended.
At 7:47 p.m., the committee resumed.
Ms. McKeen made an opening statement and, together with Ms. Henderson, answered questions.
At 8:09 p.m., the committee adjourned to the call of the chair.
