The Standing Senate Committee on Aboriginal Peoples met this day at 6:48 p.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Dyck, Enverga, Lovelace Nicholas, Moore, Ngo, Patterson, Raine, Sibbeston and Tannas (10).

In attendance: Brittany Collier and Shauna Troniak, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 10, 2015, the committee began its consideration of Bill C-63, An Act to give effect to the Déline Final Self-Government Agreement and to make consequential and related amendments to other Acts.

Fred Talen, Director Negotiations, Aboriginal Affairs and Intergovernmental Relations.

Aboriginal Affairs and Northern Development Canada:

Janine Dunlop, Senior Director, Northwest Territories Directorate;

Ian Hamilton, Senior Negotiator, Northwest Territories Directorate.

Department of Finance Canada:

Sara Gill, Senior Tax Policy Officer, Aboriginal Tax Policy Section.

Department of Justice:

Daniel Pagowski, Counsel, Negotiations and Northern Affairs;

MaryJean Rolando, Counsel, Negotiations and Northern Affairs.

Mr. Kenny, Ms. Dolphus and Mr. Gaudet each made and statement and, together with Mr. Crane, answered questions.

Mr. Talen made a statement and, together with Mr. Blackstock and Mr. Gaudet, answered questions.

Ms. Dunlop made a statement and, together with Mr. Hamilton, Ms. Rolando, Mr. Pagowski and Ms. Gill, answered questions.

At 8:41 p.m., it was agreed that the committee proceed to clause-by-clause consideration of Bill C-63, An Act to give effect to the Déline Final Self-Government Agreement and to make consequential and related amendments to other Acts.

With leave and pursuant to rule 12-20(3), it was agreed to group clauses of the bill by tens.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that the short title in clause 1 stand postponed.

It was agreed that clauses 2 to 10 carry.

It was agreed that clauses 11 to 20 carry.

It was agreed that clauses 21 to 30 carry.

It was agreed that clauses 31 to 40 carry.

It was agreed that clauses 41 to 43 carry.

It was agreed that clause 1 carry.

It was agreed that preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 8:46 p.m., the committee adjourned to the call of the chair.
