The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:15 p.m., in room 160-S, Centre Block, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Campbell, Gerstein, Greene, Hervieux-Payette, P.C., MacDonald, Maltais, Massicotte, Nancy Ruth, Ngo, Ringuette, Rivard and Wells (12).

Other senator present: The Honourable Senator Tkachuk (1).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate of the Senate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee continued its examination of the subject-matter of those elements contained in Divisions 2, 3, 9, and 13 of Part 3 of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures. WITNESS:

Institute for Governance of Private and Public Organizations:

Yvan Allaire, Executive Chair of the Board of Directors (by video conference).

The chair made a statement.

Mr. Allaire made a statement and answered questions.

At 5 p.m., the committee suspended.

At 5:02 p.m., the committee resumed in camera.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda.

It was agreed that senators' staff be allowed to stay in the room and that Blackberries and cellular phones not be used.

At 5:14 p.m., the committee adjourned to the call of the chair.
