The Standing Senate Committee on Banking, Trade and Commerce met this day at 5:08 p.m., in room 505, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Bellemare, Black, Campbell, Gerstein, Greene, Hervieux-Payette, P.C., Massicotte, Ringuette and Tannas (9).

In attendance: Brett Stuckey and Adriane Yong, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its examination of the subject matter of those elements contained in Divisions 9, 12, 18, 22, 26, and 27 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 18.)

Pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.

It was moved that the senators' staff be allowed to stay in the room and that blackberries and cellular phones not be used.

The question being put on the motion, it was adopted.

It was agreed:

That the report be adopted with the changes as discussed today;

That the subcommittee on agenda and procedure be authorized to approve the final version of the report with the changes as discussed today and with any necessary editorial, grammatical or translation changes required; and

That the chair be authorized to table the amended report in the Senate, at the earliest opportunity.

The question being put on the motion, it was adopted.

At 5:30 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, November 19, 2014, the committee began its examination of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

At 5:34 p.m., the committee suspended.

At 5:35 p.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 25, 2014, the committee continued its examination on the use of digital currency. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6.)

The committee considered a draft special study budget application on the use of digital currency for the fiscal year ending March 31, 2015.

It was agreed that the following special study budget application on the use of digital currency, for the fiscal year ending March 31, 2015, be approved, for submission to the Standing Committee on Internal Economy, Budgets and Administration:

TOTAL   $ 78,834

At 5:46 p.m., the committee adjourned to the call of the chair.
