The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:32 a.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Bellemare, Black, Campbell, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte, Tannas and Tkachuk (10).

In attendance: Adriane Yong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 19, 2014, the committee continued its examination of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 19.)

The chair made an opening statement.

It was agreed:

That the committee proceed to clause-by-clause consideration of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(3), it was agreed that the committee group clauses by 10.

It was agreed that clauses 2 to 11 carry.

It was agreed that clauses 12 to 21 carry.

It was agreed that clauses 22 to 31 carry.

It was agreed that clauses 32 to 41 carry.

It was agreed that clauses 42 to 51 carry.

It was agreed that clauses 52 to 61 carry.

It was agreed that clauses 62 and 63 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the committee append observations to its report.

At 10:37 a.m., the committee suspended.

At 10:39 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to consider a draft report.

It was agreed that senators' staff be allowed to stay in the room and that blackberries and cellular phones not be used.

It was agreed that draft observations be adopted.

It was agreed that the Subcommittee on Agenda and Procedure approve the final version of the observations with any necessary editorial, grammatical and translation changes required.

It was agreed that the chair report the bill, with observations, to the Senate.

At 11:07 a.m., the committee adjourned to the call of the chair.
