The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:31 a.m., in room 505, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.
Members of the committee present: The Honourable Senators Bellemare, Black, Cordy, Gerstein, Greene, Lang, Maltais, Massicotte, Ringuette and Tkachuk (10).
In attendance: Adriane Yong and Michaël Lambert-Racine, Analysts, Parliamentary Information and Research Services, Library of Parliament; Blair Armitage, Principal Clerk, Committees Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, March 25, 2014, the committee continued its examination of Bill S-202, An Act to amend the Payment Card Networks Act (credit card acceptance fees). (For complete text of the order of reference, see proceedings of the committee, Issue No. 12.)
The chair made a statement.
The Honourable Senator Black moved:
That the committee not proceed to clause by clause consideration of Bill S-202, An Act to amend the Payment Card Networks Act (credit card acceptance fees);
That pursuant to rule 12-3(5), the committee recommend that the Senate not proceed further with this bill;
That the committee adopt the draft report that is being circulated; and
That the Committee Clerk be authorized to make minor editorial revisions for the purpose of correcting any typographical or grammatical errors and that this report be presented in the Senate at the earliest possible opportunity.
The Honourable Senator Greene moved that the committee proceed in camera to consider the draft report.
After debate, the question being put on the motion, it was adopted.
It was agreed that senators' staff be allowed to stay in the room and that BlackBerrys and cellular phones not be used.
At 10:37 a.m., the committee, pursuant to rule 12-16(1)(d), resumed in camera to consider a draft report.
At 10:52 a.m., the committee resumed in public.
Resuming debate on the motion of the Honourable Senator Black,

That pursuant to rule 12-23(5), the committee recommend that the Senate not proceed further with this bill;
That the committee adopt the draft report that is being circulated; and
That the Committee Clerk be authorized to make minor editorial revisions for the purpose of correcting any typographical or grammatical errors and that this report be presented in the Senate at the earliest possible opportunity.
After debate, the question being put on the motion, it was adopted.
At 10:53 a.m., the committee adjourned to the call of the chair.
