The Standing Senate Committee on Legal and Constitutional Affairs met at 10:30 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Cordy, Dagenais, Joyal, P.C., McInnis, McIntyre, Ngo, Runciman and Tkachuk (10).

In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 18, 2014, the committee continued its study on the subject matter of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco). (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)

WITNESSES:

Public Safety Canada:

Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Directorate.

Canada Border Services Agency:

Geoff Leckey, Director General, Enforcement and Intelligence Operations.

Royal Canadian Mounted Police:

Superintendent Jean Cormier, Director, Federal Coordination Centres.

Ontario Provincial Police:

Superintendent Carson Pardy, Director of Operations, OPP East Region.

The chair made an opening statement.

Mr. Bhupsingh, Superintendent Cormier, Mr. Leckey and Superintendent Pardy, each made a statement and, answered questions.

At 11:49 a.m., the committee suspended.

At 12:04 p.m., the committee resumed.

The Honourable Senator Joyal, P.C., made a statement.

It was agreed that committee proceed with clause by clause consideration of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco, with the Honourable Senators Baker, P.C., Cordy and Joyal, P.C., abstaining.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry, with the Honourable Senators Baker, P.C., Cordy and Joyal, P.C., abstaining.

It was agreed that clause 3 carry, with the Honourable Senators Baker, P.C., Cordy and Joyal, P.C., abstaining.

It was agreed that clause 4 carry, with the Honourable Senators Baker, P.C., Cordy and Joyal, P.C., abstaining.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, with the Honourable Senators Baker, P.C., Cordy and Joyal, P.C., abstaining.

It was agreed that the chair report the bill to the Senate.

At 12:17 p.m., the committee adjourned to the call of the chair.
