The Standing Senate Committee on Legal and Constitutional Affairs met at 4:15 p.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Jaffer, Joyal, P.C., McInnis, Plett, Raine and Runciman (11).

In attendance: Robin MacKay and Julian Walker, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 5, 2014, the committee continued its study of Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 20.)

The chair made an opening statement.

Mr. Canning made a statement and answered questions.

At 4:29 p.m., the committee suspended.

At 4:53 p.m., the committee resumed.

Mr. Canning answered questions.

At 5:19 p.m., the committee suspended.

At 5:24 p.m., the committee resumed.

Ms. Morrison, Ms. Steel, Mr. Gillespie, Mr. Fraser and Ms. Kennedy each made a statement and answered questions.

At 6:13 p.m., the committee suspended.

At 6:17 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, May 28, 2014, the committee continued its study of the document entitled Proposals to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed or otherwise ceased to have effect. (For complete text of the order of reference, see proceedings of the committee, Issue No. 11.)

Pursuant to rule 12-16(d), it was agreed that the committee resume in camera for consideration of a draft report.

It was agreed that the senators' staff be allowed to remain in the room for the in camera portion of the meeting.

After debate, it was agreed that the draft report be adopted. It was agreed that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report, incorporating the changes agreed to today.

It was agreed that the chair table the report in the Senate.

At 6:30 p.m., the committee adjourned to the call of the chair.
