The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:32 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Cowan, Dagenais, Jaffer, Joyal, P.C., McInnis, McIntyre, Plett, Runciman and White (12).

Other senator present: The Honourable Senator Fraser (1).

In attendance: Julian Walker; and Mark Mahabir, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 25, 2014, the committee continued its examination of Bill C-377, An Act to amend the Income Tax Act (requirements for labour organizations).

WITNESSES:

Government of Manitoba:

The Honourable Erna Braun, M.L.A., Minister of Labour and Immigration (by video conference).

Canadian Bar Association:

Michael Mazzuca, Past Chair, National Pensions and Benefits Law Section;

Noah Arshinoff, Staff Lawyer, Legislation and Law Reform.

As an individual:

The Honourable Michel Bastarache, former Justice of the Supreme Court of Canada.

Association of Justice Counsel:

Len MacKay, President.

As an individuals:

Marc Roumy (by video conference);

Ken Pereira.

The chair made a statement.

Ms. Braun, Mr. Bastarache, Mr. Arshinoff and Mr. Mazzuca each made a statement and answered questions.

At 11:34 a.m., the committee suspended.

At 11:45 a.m., the committee resumed.

Mr. MacKay Mr. Roumy and Mr. Pereira each made a statement and answered questions.

At 12:44 p.m., the committee adjourned to the call of the chair.
