The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:01 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Dagenais, Frum, Jaffer, Joyal, P.C., McInnis, McIntyre, Plett, Runciman and White (11).

Other senator present: The Honourable Senator Fraser (1).

In attendance: Julian Walker and Dominique Valiquet, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 12, 2015, the committee began its examination of Bill C-26, An Act to amend the Criminal Code, the Canada Evidence Act and the Sex Offender Information Registration Act, to enact the High Risk Child Sex Offender Database Act and to make consequential amendments to other Acts.

APPEARING:

The Honourable Steven Blaney, P.C., M.P., Minister of Public Safety and Emergency Preparedness.

At 5:07 p.m., the committee suspended.

At 5:12 p.m., the committee resumed.

The officials answered questions.

At 5:57 p.m., the committee suspended.

At 6:03 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, April 23, 2015, the committee continued its examination of Bill C-2, An Act to amend the Controlled Drugs and Substances Act.

It was agreed to proceed to clause by clause consideration of Bill C-2.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed, on division.
