The Standing Senate Committee on Human Rights met this day at 8:02 a.m., in room 9, Victoria Building, the deputy chair, the Honourable Salma Ataullahjan, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Cowan, Eaton, Eggleton, P.C., Frum, Hubley, Nancy Ruth and Ngo (9).

In attendance: Adam Thompson, Procedural Clerk; Julia Nicol and Jean-Philippe Duguay, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, June 16, 2014, the committee continued its study of Bill S-201, An Act to prohibit and prevent genetic discrimination. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 11.)

The chair asked whether the committee wished to proceed to clause-by-clause consideration of Bill S-201, An Act to prohibit and prevent genetic discrimination.

The Honourable Senator Andreychuk moved:

That the committee not proceed to clause-by-clause now, but wait 30 days for the provinces to provide their input.

After debate, the question being put on the motion, it was negatived on the following vote:

It was agreed that the title stand postponed.

It was agreed that clause 2 carry.

The chair asked whether clause 3 shall carry.

After debate, the question being put on the motion, it was negatived on the following vote:

It was agreed that the bill, as amended, carry, on division.

It was agreed that the law clerk be authorized to renumber clauses to reflect clauses that have been negatived from the bill with any cross-references to be renumbered accordingly.

It was agreed that Bill S-201 be reported, with amendments, to the Senate.

At 8:57 a.m., the committee suspended.

At 9 a.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, May 6, 2014, the committee continued its study to examine and report on how the mandates and practices of the UNHCR and UNICEF have evolved to meet the needs of displaced children in modern conflict situations, with particular attention to the current crisis in Syria. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

The chair made a statement.

Messrs. Oestreich and McBride each made a statement and answered questions.
