The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:31 a.m., in room 356- S, Centre Block, the chair, the Honourable Vernon White, presiding.
Members of the committee present: The Honourable Senators Batters, Cools, Doyle, Fraser, Frum, Furey, Jaffer, Joyal, P.C., Maltais, Martin, McCoy, McIntyre, Seidman, Smith, P.C. (Cobourg), Wells and White (16).
In attendance: Till Heyde, Chamber Operations Clerk; Dara Lithwick, Analyst, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 26, 2015, the committee continued its consideration of Bill C-518, An Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance).
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-518, An Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance).
It was agreed that clause 1 stand postponed.
The chair asked whether clause 2 shall carry.
With leave, the Honourable Senator White moved:
That Bill C-518 be amended in clause 2,
On page 1, by replacing the line 16 with the following:
"occurred while the person was a member or was a candidate as defined by subsection 2(1) of the Canada Elections Act, a;'' and
On page 2, by replacing line 11 with the following:
"offence under the Canada Elections Act or any of the following provisions of''.
After debate, the question being put on the motion, it was adopted, on division.
The committee resumed consideration of whether clause 2, as amended, shall carry.
It was agreed to defer further consideration of clause 2, as amended.
The chair asked whether clause 3 shall carry.
With leave, the Honourable Senator White moved:
That Bill C-518 be amended in clause 3, on page 3, by replacing line 25 with the following:
"the person was a member or was a candidate as defined by subsections 2(1) of the Canada Elections Act, a withdrawal''.
The question being put on the motion, it was adopted, on division.
The committee resumed consideration of whether clause 3, as amended, shall carry.
It was agreed to defer further consideration of clause 3, as amended.
The committee resumed consideration of clause 2, as amended.
After debate, the Honourable Senator Furey moved:
That Bill C-518 be amended in clause 2, page 2,
by deleting lines 30 and 31; and
by deleting lines 38 to 41.
The question being put on the motion, it was adopted, on division.
The question being put as to whether clause 2, as amended, shall carry, it was adopted, on division.
The committee resumed consideration of clause 3, as amended.
The question being put as to whether clause 3, as amended, shall carry, it was adopted, on division.
It was agreed that clause 1 carry.
It was agreed that the title carry.
It was agreed that any necessary consequential changes be made to the numbering of provisions and cross- references.
It was agreed, on division, that the bill, as amended, carry.
It was agreed that the chair report the bill, as amended, to the Senate.
At 9:39 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, June 9, 2015, the committee continued its consideration of a case of privilege relating to leaks of the Auditor General's report on the audit of senators' expenses.
At 10:22 a.m., the committee adjourned to the call of the chair.
