The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Eaton, Eggleton, P.C., Enverga, Nancy Ruth, Ogilvie, Segal, Seidman, Seth and Stewart Olsen (11).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee continued its study on prescription pharmaceuticals in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

WITNESSES:

Royal Canadian Mounted Police:

Mike Cabana, Deputy Commissioner, Federal Policing.

Canada Border Services Agency:

Martin Bolduc, Vice-president, Operations.

As an individual:

Amir Attaran, Canadian Research Chair, Population Health and Global Development Policy, University of Ottawa.

The chair made a statement.

Mr. Cabana, Mr. Bolduc and Mr. Attaran each made a statement and, together, answered questions.

At 6:04 p.m., the committee suspended.

At 6:06 p.m., the committee resumed and proceeded to consider a draft budget application.

The Honourable Senator Eggleton, P.C., moved:

That the following budget application (to examine and report on prescription pharmaceuticals in Canada) for the fiscal year ending March 31, 2015, in the amount of $20,470, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

General Expenses    $ 20,470
TOTAL   $ 20,470

The question being put on the motion, it was adopted.

At 6:08 p.m., pursuant to the order of reference adopted by the Senate on Wednesday, February 26, 2014, the committee began its study on the increasing incidence of obesity in Canada.

The Honourable Senator Segal moved:

That the following budget application (to examine and report on the increasing incidence of obesity in Canada) for the fiscal year ending March 31, 2015, in the amount of $10,360, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

General Expenses    $ 10,360
TOTAL   $ 10,360

The question being put on the motion, it was adopted.

At 6:09 p.m., the committee adjourned to the call of the chair.
