The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room 9, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Batters, Dawson, Demers, Eggleton, P.C., Greene, Housakos, MacDonald, Mercer, Merchant and Verner, P.C. (10).

In attendance: Terrence Thomas and Dillan Theckedath, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, April 9, 2014, the committee continued its consideration of the subject-matter of those elements contained in Divisions 15, 16 and 28 of Part 6 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 6.)

WITNESSES:

Canadian Radio-television and Telecommunications Commission (CRTC):

Chris Seidl, Executive Director, Telecommunications;

Alastair Stewart, Senior Legal Counsel.

Mr. Seidl made a statement and, together with Mr. Stewart, answered questions.

At 7:04 p.m. pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft report.

Pursuant to the order of reference adopted by the Senate on Monday, December 9, 2013, the committee continued its study to hear from representatives from BCE Inc. (Bell Canada) and the Privacy Commissioner of Canada regarding the practice of collecting and analyzing data from Bell Canada customers for commercial purposes including targeted advertising. (For complete text of the order of reference, see proceedings of the committee, Issue No. 5.)

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

The committee began its consideration of a draft report.

It was agreed that the report be adopted.

At 7:10 p.m., the committee resumed in public.

Pamela Miller, Director General, Telecommunications Policy Branch;

Christopher Johnstone, Senior Director, Industry Framework Policy.

Ms. Miller made a statement and, together with Mr. Johnston, answered questions.

At 7:22 p.m., the committee adjourned to the call of the chair.
