The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:21 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beyak, Bovey, Cools, Downe, Gold, Housakos, Marwah, Ngo, Oh, Saint-Germain, Wells and Woo (13).
Other senator present: The Honourable Senator Martin (1).
In attendance: Natalie Mychajlyszyn, Pascal Tremblay and Alexandra Smith, Analysts, Parliamentary Information and Research Services, Library of Parliament; Mila Pavlovic, Committees Liaison Officer, Communications Directorate.
Also present: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, October 5, 2016, the committee continued its consideration of Bill S-219, An Act to deter Iran-sponsored terrorism, incitement to hatred, and human rights violations. (For complete text of the order of reference, see proceedings of the committee, Issue No. 15.)
The chair made a statement.
The Honourable Senator Woo moved:
That this committee recommend to the Senate that Bill S-219 be not further proceeded with.
After debate, the question being put on the motion, it was negatived on the following vote:

At 5:16 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera for the consideration of a draft agenda (future business).
It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.
At 5:35 p.m., the committee adjourned to the call of the chair.
