The Standing Senate Committee on Foreign Affairs and International Trade met this day at 3:17 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Cordy, Dawson, Greene, Housakos, Marwah, Massicotte, Ngo, Oh and Saint-Germain (11).

In attendance: Natalie Mychajlyszyn, Pascal Tremblay and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 17, 2018, the committee continued its consideration of Bill C-79, An Act to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership between Canada, Australia, Brunei, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam. Mark Agnew, Director, International Policy and Executive Director, Canadian Services Coalition.

Asia Pacific Foundation of Canada:

Don W. Campbell, Distinguished Fellow (by video conference).

The chair made a statement.

Mr. Agnew and Mr. Campbell made statements and answered questions.

At 4:15 p.m., the committee suspended.

At 4:18 p.m., the committee resumed.

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-79, An Act to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership between Canada, Australia, Brunei, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(3), it was agreed:

That the committee group clauses according to the first sections and the three parts of the Bill as well as their divisions as described in the Table of Provisions of Bill C-79.

It was agreed that clauses 2 to 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that clause 8 carry.

It was agreed that clauses 9 to 13 carry.

It was agreed that clauses 14 to 48 carry.

It was agreed that clauses 49 to 50 carry.

It was agreed that schedules 1 to 13 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that observations be appended to the committee's report on the bill.

It was agreed that the draft observations be adopted and that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report taking into consideration today's discussion and with any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report the bill, with observations, to the Senate tomorrow.

At 4:40 p.m., the committee adjourned to the call of the chair.
