The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8 a.m., in room 257, East Block, the chair, the Honourable Rosa Galvez, presiding.

Members of the committee present: The Honourable Senators Dupuis, Galvez, MacDonald, Massicotte, Mockler, Patterson, Richards, Seidman and Wetston (9).

In attendance: Jesse Good and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; Chantale Lamarche, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 10, 2016, the committee continued its study on the effects of transitioning to a low carbon economy. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Heating, Refrigeration and Air-conditioning Institute of Canada:

Warren Heeley, President;

Martin Luymes, Director, Programs and Relations;

Bruce Passmore, Board Chair.

The Canadian Real Estate Association:

Dina McNeil, Director of Government Relations;

Dil Puar, Manager of Government Relations.

Indigenous Services Canada:

Lyse Langevin, Director General, Community Infrastructure Branch, Regional Operations.

Crown-Indigenous Relations and Northern Affairs:

Mark Hopkins, Director General, Natural Resources and Environment Branch, Northern Affairs Organization.

Canada Mortgage and Housing Corporation:

Luisa Atkinson, Director, First Nation Housing.

Mr. Passmore, Mr. Heeley, Mr. Luymes and Ms. McNeil each made a statement and answered questions.

At 9:02 a.m., the committee suspended.

At 9:06 a.m., the committee resumed.

Ms. Langevin and Ms. Atkinson each made a statement and, with Mr. Hopkins, answered questions.

At 10:06 a.m., the committee adjourned to the call of the chair.
