The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:24 p.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Carignan, P.C., Dalphond, Dasko, Dawson, Dupuis, Frum, Gold, Joyal, P.C., Miville-Dechêne and Pate (12).

In attendance: Maxime Fortin, Procedural Clerk; Julian Walker, Maxime Charron-Tousignant and Laurence Brosseau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 7, 2018, the committee continued its examination of Bill C-76, An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments. (For complete text of the order of reference, see proceedings of the committee, Issue No. 53.)

The chair made a statement.

It was agreed that the letter from the Office of the Chief Electoral Officer, be published as an appendix to today's Evidence (Exhibit 5900-1.42/LCJC-C-76, 54, "1'')

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-76, An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title be postponed.

It was agreed that the clauses be grouped by groups of 20 when appropriate.

It was agreed that clauses 2 to 20 carry, on division.

It was agreed that clauses 21 to 40 carry, on division.

It was agreed that clauses 41 to 60 carry, on division.

It was agreed that clauses 61 to 80 carry, on division.

It was agreed that clauses 81 to 100 carry, on division.

It was agreed that clauses 101 to 120 carry, on division.

It was agreed that clauses 121 to 140 carry, on division.

It was agreed that clauses 141 to 150 carry, on division.

The chair asked whether clause 151 shall carry.

The Honourable Senator Dawson moved that Bill C-76 be amended in clause 223, on page 119 by replacing line 9 with the following:

After debate, the question being put on the motion in amendment, it was adopted, on division.

It was agreed that clause 223, as amended carry, on division.

It was agreed that clauses 224 to 240 carry, on division.

It was agreed that the committee append observations to the report.

It was agreed that the committee remain in public to discuss the draft observations.

After debate, it was agreed that the observations as amended, be adopted, on division.

It was agreed that Bill C-76 be reported with amendments and with observations to the Senate, on division.

At 6:24 p.m., the committee adjourned to the call of the chair.
