The Standing Senate Committee on Human Rights met this day at 11:30 a.m., in room 2, Victoria Building, the chair, the Honourable Jim Munson, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Gagné, Hubley, Martin, Munson, Nancy Ruth, Ngo and Omidvar (9).

In attendance: Jean-Philippe Duguay and Erin Shaw, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 3, 2016, the committee continued its study to monitor issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 3.) Topic: Gender Based Analysis in the making of federal policy and legislation.

WITNESSES:

Status of Women Canada:

Justine Akman, Director General, Policy and External Relations;

Vaughn Charlton, Manager, Gender-Based Analysis.

Privy Council Office:

François Daigle, Assistant Secretary to the Cabinet, Social Development Policy.

Treasury Board of Canada Secretariat:

Renée LaFontaine, Assistant Secretary and Chief Financial Officer, Corporate Services Sector.

As an individual:

        Kathleen Lahey, Law Professor, Queen's University.

The chair made a statement.

Mr. Daigle, Ms. LaFontaine and Ms. Akman each made a statement and answered questions.

Mr. Charlton also answered questions.

At 12:50 p.m., the committee suspended.

At 12:53 p.m., the committee resumed.

Ms. Lahey made a statement and answered questions.

At 1:30 p.m., the committee adjourned to the call of the chair.
