The Standing Committee on Rules, Procedures and the Rights of Parliament met in camera this day at 9:32 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.
Members of the committee present: The Honourable Senators Batters, Dalphond, Dupuis, Frum, Greene, Housakos, Joyal, P.C., McCoy, Ringuette, Seidman, Wells and Woo (12).
In attendance: Laurence Brosseau and Isabelle Brideau, Analysts, Parliamentary Information and Research Services, Library of Parliament.
Also present: The official reporters of the Senate.
Pursuant to rule 12-7(2)(c), the committee considered the orders and practices of the Senate and the privileges of Parliament.
Pursuant to rule 12-16(1)(d), the committee considered a draft report.
The Honourable Senator Ringuette moved that the draft report be adopted.
The question being put on the motion, it was adopted.
At 9:45 a.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 27, 2018, the committee continued its study to develop and propose a mission and purpose statement for the Senate; and review the totality of its procedural rules as embodied in the Rules of the Senate and revise them so that they incorporate the multiple roles of the modern Senate.
At 10:16 a.m., the committee adjourned to the call of the chair.
