The Standing Senate Committee on National Security and Defence met this day at 1:05 p.m., in room 2, Victoria Building, the deputy chair, the Honorable Jean-Guy Dagenais, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Brazeau, Dagenais, Harder, P.C., McIntyre, McPhedran and Richards (7).

Other senator present: The Honourable Senator Griffin. (1).

In attendance: Daniel McBryde and Constance Naud-Arcand, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 9, 2017, the committee continued its consideration of Bill C-23, An Act respecting the preclearance of persons and goods in Canada and the United States. (For complete text of the order of reference, see proceeding of the committee, Issue No. 17.)

The deputy chair made a statement.

Mr. Therrien made a statement and, together with Ms. Kosseim and Ms. Shepherd, answered questions.

At 1:56 p.m., the committee suspended.

At 2:01 p.m., the committee resumed.

Ms. Terroux, Mr. Greene, Mr. Langlais and Ms. Jafari made statements and, together with Ms. Hawi, answered questions.

At 2:59 p.m., the committee suspended.

At 3:05 p.m., the committee resumed.

Mr. McSorley and Mr. Paterson made statements and answered questions.

At 3:53 p.m., the committee suspended.

At 3:59 p.m., the committee resumed.

Ambassador MacNaughton made a statement and answered questions.

At 4:35 p.m., the committee suspended.

At 4:38 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda.

At 4:39 p.m., the committee adjourned to the call of the chair.
