The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:30 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, De Bané. P.C., Downe, Finley, Fortin- Duplessis, Frum, Johnson, Mahovlich, Nolin, Robichaud, P.C., Smith, P.C. (Cobourg), and Wallin (12).

In attendance: Natalie Mychajlyszyn and Brian Hermon, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 27, 2012, the committee began its examination of Bill C-23, Canada-Jordan Economic Growth and Prosperity Act.

APPEARING:

The Honourable Gerald Keddy, M.P., Parliamentary Secretary to the Minister of International Trade and Minister for the Asia-Pacific Gateway.

Marvin Hildebrand, Director General, Trade Negotiations Bureau;

Barbara Martin, Director General, Middle East and Maghreb Bureau;

Ton Zuijdwijk, General Counsel, Market Access and Trade Remedies.

Human Resources and Skills Development Canada:

Pierre Bouchard, Director, Bilateral and Regional Labour Affairs.

Canadian Apparel Federation:

Bob Kirke, Executive Director.

As an individual:

Michael Hart, Simon Reisman Chair in Trade Policy, Carleton University.

The Honourable Gerald Keddy made a statement and together with Mr. Burney, Mr. Hildebrand, Ms. Martin, Mr. Zuijdwijk and Mr. Bouchard and answered questions.

At 11:28 a.m., the committee suspended.

At 11:30 a.m., the committee resumed.

Mr. Hart and Mr. Kirke made statements and answered questions.

At 11:58 a.m., it was agreed on division that the committee proceed to clause-by-clause consideration of Bill C-23, an Act to implement the Free Trade Agreement between Canada and the Hashemite Kingdom of Jordan, the Agreement on the Environment between Canada and the Hashemite Kingdom of Jordan and the Agreement on Labour Cooperation between Canada and the Hashemite Kingdom of Jordan.

With leave and pursuant to rule 97 (7.1), it was agreed that the committee group the clauses.

It was agreed that the title stand postponed on division.

It was agreed that clause 1 stand postponed on division.

It was agreed that clauses 2 through 5 carry, on division.

It was agreed that clause 6 carry, on division.

It was agreed that clause 7 carry, on division.

It was agreed that clause 8 carry, on division.

It was agreed that clauses 9 to 15 carry, on division.

It was agreed that clauses 16 to 43 carry, on division.
