The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:34 a.m., in room 160-S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Day, De Bané, P.C., Demers, Downe, Fortin-Duplessis, Nolin, Oh and Wallace (10).

In attendance: Natalie Mychajlyszyn and Penny Becklumb, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 25, 2013, the committee continued its examination of Bill C-383, An Act to amend the International Boundary Waters Treaty Act and the International River Improvements Act.

WITNESSES:

University of Toronto, Munk School of Global Affairs:

Adèle Hurley, Director, Program on Water Issues.

University of Calgary:

J. Owen Saunders, Senior Fellow and Adjunct Professor, Canadian Institute of Resources Law.

University of Toronto:

Ralph Pentland, Acting Chair, Canadian Water Issues Council.

The chair made an opening statement.

Ms. Hurley and Messrs. Saunders and Pentland each made a statement and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-383, An Act to amend the International Boundary Waters Treaty Act and the International River Improvements Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

With leave, it was agreed that clauses 7 to 15 carry.

It was agreed that the schedule carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that Bill C-383 be reported to the Senate.

At 11:28 a.m., the committee adjourned to the call of the chair.
