The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:30 a.m., in room 9, Victoria Building, the deputy chair, the Honourable Céline Hervieux-Payette, P.C., presiding.

Members of the committee present: The Honourable Senators Greene, Harb, Hervieux-Payette, P.C., Massicotte, Moore, Oliver, Poirier, Ringuette, Smith (Saurel), Stewart Olsen and Tkachuk (11).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee continued its examination of the subject-matter of those elements contained in Divisions 1, 3, 6 and 14 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

WITNESSES:

The Honourable Thomas A. Hockin, P.C., Executive Director.

Centre for International Governnance Innovation:

Thomas A. Bernes, Distinguished Fellow and Former Executive Director.

Committee on Internal Trade:

The Honourable David Ramsay, MLA, Chair, Minister of Industry, Tourism and Investment of Northwest Territories (by video conference).

Government of the Northwest Territories:

Peter Vician, Deputy Minister, Department of Industry, Tourism and Investment (by video conference).

Certified General Accountants Association of Canada:

Carole Presseault, Vice President, Government and Regulatory Affairs.

Canadian Council of Chief Executives:

Joe Blomeley, Policy Analyst;

John Dillon, Vice President, Policy, and Corporate Counsel.

The deputy chair made an opening statement.

Mr. Hockin made a statement and answered questions.

Mr. Bernes made a statement and answered questions.

At 11:35 a.m., the committee suspended.

At 11:38 p.m., the committee resumed.

Mr. Ramsay made a statement and, together with Mr. Vician, answered questions.

Ms. Presseault made a statement and answered questions.

Mr. Blomeley made a statement and, together with Mr. Dillon, answered questions.

At 12:24 p.m., the committee adjourned to the call of the chair.
