The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:07 a.m., in room 2, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Baker, P.C., Brown, Johnson, Lang, Massicotte, Mitchell, Peterson, Seidman and Wallace (10).

Other senator present: The Honourable Senator McCoy (1).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 3, 2012, the committee began its examination of the subject-matter of those elements contained in Part 3 of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Natural Resources Canada:

Dale Eisler, Assistant Deputy Minister, Task Force on Energy Security, Prosperity and Sustainability;

Jay Khosla, Assistant Deputy Minister, Major Projects Management Office;

Adam Hendriks, Director, Western Operations, Major Projects Management Office.

Fisheries and Oceans Canada:

Kevin Stringer, Assistant Deputy Minister, Programs Policy.

Aboriginal Affairs and Northern Development Canada:

Jean-François Tremblay, Senior Assistant Deputy Minister, Treaties And Aboriginal Government.

Canadian Environmental Assessment Agency:

Helen Cutts, Vice-President, Policy Development Sector;

Steve Mongrain, Senior Policy Advisor, Policy Development Sector.

Environment Canada:

Coleen Volk, Assistant Deputy Minister, Environmental Stewardship Branch.

The chair made an opening statement.

Mr. Eisler made a statement. Mr. Khosla, Mr. Hendriks, Mr. Stringer, Mr. Tremblay, Ms. Cutts, Mr. Mongrain and Ms. Volk answered questions.

At 10:17 a.m., the committee adjourned to the call of the chair.
