The Standing Senate Committee on Legal and Constitutional Affairs met at 11:01 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Angus, Baker, P.C., Boisvenu, Chaput, Dagenais, Di Nino, Fraser, Jaffer, Joyal, P.C., Runciman, Unger and White (12).
In attendance: Robin MacKay Analyst, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 15, 2012, the committee began its consideration of Bill C-26, An Act to amend the Criminal Code (citizen's arrest and the defences of property and persons).
APPEARING:
The Honourable Robert Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.
WITNESSES:

Catherine Kane, Director General and Senior General Counsel, Criminal Law Policy Section;
Joanne Klineberg, Senior Cousel, Criminal Law Policy Section.
The chair made an opening statement.
The minister made a statement and, together with Ms. Kane, answered questions.
At 12:01 p.m., the committee suspended.
At 12:05 p.m., the committee resumed.
Ms. Kane and Ms. Klineberg answered questions.
At 12:55 p.m., the committee adjourned to the call of the chair.
