The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:30 a.m., in room 257, East Block, the deputy chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Boisvenu, Chaput, Dagenais, Fraser, Frum, Jaffer, McIntyre, Ngo, Runciman and White (11).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 16, 2012, the committee continued its consideration of Bill C-290, An Act to amend the Criminal Code (sports betting).

WITNESSES:

As individuals:

Michael Lipton, Senior Partner, Dickinson Wright LLP;

Kevin J. Weber, Partner, Dickinson Wright LLP;

The Honourable Michael Chong, P.C., M.P., Wellington— Halton Hills.

Institute of Marriage and Family Canada:

Derek Miedema, Researcher.

Gaming Security Professionals of Canada:

Gerald Boose, Executive Director.

Ontario Provincial Police:

Chief Superintendent Fred Bertucca, Bureau Commander, Investigation and Enforcement Bureau;

Detective Sergeant Bill Sword, Organized Crime Enforcement Bureau.

The deputy chair made an opening statement.

Mr. Lipton and Mr. Weber each made a statement and answered questions.

At 11:21 a.m., the committee suspended.

At 11:26 a.m., the committee resumed.

The Honourable Michael Chong, P.C., and Mr. Miedema each made a statement and answered questions.

At 12:19 p.m., the committee suspended.

At 12:26 p.m., the committee resumed.

Mr. Boose, and Chief Superintendent Bertucca each made a statement and, together with Detective Sergeant Sword, answered questions.

At 1:13 p.m., the committee adjourned to the call of the chair.
