The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:32 a.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Plett, Rivest, Runciman and White (12).
Other senator present: The Honourable Senator Dallaire (1).
In attendance: Erin Shaw and Julia Nicol, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, May 21, 2013, the committee began its consideration of Bill C-15, an act to amend the National Defence Act and to make consequential amendments to other acts.

Minister MacKay made a statement and answered questions.
At 11:31 a.m., the committee suspended.
At 11:36 a.m., the committee resumed.
Major-General Cathcart, Colonel Grubb and Vice-Admiral Donaldson answered questions.
At 12:40 p.m., the committee suspended.
At 12:47 p.m., the committee resumed and, pursuant to the order of reference adopted by the Senate on Wednesday, February 6, 2013, the committee continued its consideration of Bill C-299, An Act to amend the Criminal Code (kidnapping of young person). (For complete text of the order of reference, see proceedings of the committee, Issue No. 34).
It was agreed that the committee proceed to clause-by-clause consideration of Bill C-299, An Act to amend the Criminal Code (kidnapping of young person).
It was agreed that the title stand postponed.
It was agreed that clause 1 carry, on division.
It was agreed that the title carry.
It was agreed that the bill carry, on division.
It was agreed that the chair report the bill to the Senate.
At 12:57 p.m., the committee adjourned to the call of the chair.
