The Standing Senate Committee on National Security and Defence met this day at 4 p.m., in room 2, Victoria Building, the chair, the Honourable Pamela Wallin, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Campbell, Dallaire, Fortin-Duplessis, Manning, Mitchell, Plett and Wallin (8).

In attendance: Holly Porteous and Martin Auger, Analysts, Parliamentary Information and Research Service, Library of Parliament; Mona Ishack, Communications Officer, Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, November 8, 2012, the committee began its study on harassment in the Royal Canadian Mounted Police.

WITNESSES:

Commission for Public Complaints Against the RCMP:

Ian McPhail, Interim Chair;

Richard Evans, Senior Director, Operations;

Lisa-Marie Inman, Director, Reviews and Investigation.

Mr. McPhail made a statement and, together with Mr. Evans and Ms. Inman, the witnesses answered questions.

At 5:55 p.m., the committee suspended.

At 6:01 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its study of Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

National Defence:

Vice-Admiral Paul Maddison, Commander of the Royal Canadian Navy;

Chief Petty Officer (First Class) Tom Riefesel.

The chair made a statement.

Vice-Admiral Paul Maddison made a statement and, together with Chief Petty Officer (First Class) Tom Riefesel, answered questions.

At 7:02 p.m., the committee suspended.

At 7:04 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, December 13, 2012, the committee continued its study on Bill S-213, An Act respecting a national day of remembrance to honour Canadian veterans of the Korean War

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-213, An Act respecting a national day of remembrance to honour Canadian veterans of the Korean War.

It was agreed that the title stand postponed.

It was agreed that the preamble stand postponed.

It was agreed that clause 1 stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 1 carry.

It was agreed that the preamble carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report this bill to the Senate.

At 7:07 p.m., the committee adjourned to the call of the chair.
