The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:14 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Cordy, Dyck, Eaton, Eggleton, P.C., Enverga, Martin, Merchant, Munson, Ogilvie, Seidman, Seth and Verner, P.C. (12).

In attendance: Sandra Gruescu and Sonya Norris, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 24, 2012, the committee continued its study on Bill C-316, An Act to amend the Employment Insurance Act (incarceration). (For complete text of the order of reference, see proceedings of the committee, Issue No. 30.)

WITNESSES:

Native Women's Association of Canada:

Erin Corston, Director of Environment and Health; and

Teresa Edwards, Director of Human Rights and International Affairs

The chair made a statement.

Ms. Edwards and Ms. Corston each made a statement and, together, answered questions.

At 5:10 p.m. the committee suspended.

At 5:12 p.m. the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-316, An Act to amend the Employment Insurance Act (incarceration).

It was agreed that title stand postponed.

The chair asked whether clause 1 shall carry.

After debate, the question being put on the motion, it was adopted on the following vote:
