The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 6:37 p.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, MacDonald, Massicotte, Mitchell, Neufeld, Patterson, Plett, Seidman, Sibbeston and Wallace (11).

In attendance: Sam Banks, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 27, 2014, the committee began its study on Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the Mackenzie Valley Resource Management Act, other Acts and certain orders and regulations. The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-15, An Act to replace the Northwest Territories Act to implement certain provisions of the Northwest Territories Lands and Resources Devolution Agreement and to repeal or make amendments to the Territorial Lands Act, the Northwest Territories Waters Act, the MacKenzie Valley Resource Management Act, other Acts and certain orders and regulations.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed, with leave, that the balance of the clauses in the bill be grouped together by parts, for the purposes of clause by clause consideration.

It was agreed that clauses 2 to 73 in Part 1 carry.

It was agreed that clauses 74 to 77 in Part 2 carry.

It was agreed that clauses 78 to 111 in Part 3 carry.

It was agreed that clauses 112 to 253 in Part 4 carry.

It was agreed that clause 1, which contains the short title carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the committee consider appending observations to the report and that the committee proceed in camera to discuss the text of these observations in accordance with rule 12-16(1)(d) for the consideration of a draft report.

At 6:44 p.m., the committee suspended.

At 6:46 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

It was agreed that the committee allow the recording of the in camera portions of the meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members and/or by the committee analysts, and that the recording be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

After debate, it was agreed that the draft observations, as amended, be adopted;

That the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required; and

That the chair report Bill C-15 without amendment and with observations, to the Senate at the earliest opportunity.

At 6:50 p.m., the committee adjourned to the call of the chair.
