The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:05 a.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Lang, Mitchell, Neufeld, Ringuette, Seidman and Wallace (7).

In attendance: Marc LeBlanc, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 17, 2014, the committee began its examination of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act.

APPEARING:

The Honourable Bernard Valcourt, P.C., M.P., Minister of Aboriginal Affairs and Northern Development.

WITNESSES:

Aboriginal Affairs and Northern Development Canada:

Tara Shannon, Director, Resource Policy and Programs, Northern Affairs;

Janice Traynor, Senior Analyst, Environment and Renewable Resources.

Department of Justice Canada:

Tom Isaac, Senior Counsel.

The chair made a statement.

The Honourable Bernard Valcourt, P.C., M.P., made a statement and, together with Ms. Shannon, Ms. Traynor and Mr. Isaac, answered questions.

At 9:23 a.m., the committee suspended.

At 9:26 a.m., the committee resumed.

The chair made a statement.

The Honourable Senator Mitchell made a statement resigning as deputy chair of the committee.

The Honourable Senator Mitchell moved:

That the Honourable Senator Massicotte be deputy chair of the committee.

The question being put on the motion, it was adopted.

At 9:30 a.m., the committee adjourned to the call of the chair.
