The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:02 a.m., in room 257, East Block, the deputy chair, the Honourable Paul Massicotte, presiding.

Members of the committee present: The Honourable Senators Boisvenu, MacDonald, Massicotte, Mitchell, Patterson, Ringuette, Seidman and Tannas (8).

In attendance: Sam Banks and Marc LeBlanc, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday November 25, 2014, the committee began its study on Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to others Acts.

Jeff Labonté, Director General, Energy Safety and Security Branch, Energy Sector;

Niall O'Dea, Director General, Electricity Resources Branch, Energy Sector;

Samuel Millar, Senior Director, Petroleum Resources Branch, Energy Sector;

David McCauley, Director, Uranium and Radioactive Waste Division, Energy Sector.

Justice Canada:

Jean-François Roman, Counsel, Natural Resources Canada, Legal Services;

Norma Beech, Counsel, Natural Resources Canada, Legal Services.

Aboriginal Affairs and Northern Development Canada:

Michel Chenier, Director, Natural Resources and Environment Branch.

Environment Canada:

Laura Farquharson, Executive Director, Legislative Governance, Legislative and Regulatory Affairs, Environment Stewardship Branch.

The chair made a statement.

Mr. Labonté made a statement and, together with Mssrs O'Dea, Millar, Chenier, McCauley, Roman and Ms. Farquharson, answered questions.

At 9:47 a.m., the committee adjourned to the call of the chair.
