The Standing Senate Committee on Legal and Constitutional Affairs met at 10:30 a.m. this day, in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Frum, Joyal, P.C., McInnis, McIntyre, Plett and Runciman (10).

In attendance: Julian Walker and Robin Mackay, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its study of Bill C-483, An Act to amend the Corrections and Conditional Release Act (escorted temporary absence).

WITNESSES:

Correctional Service Canada:

Don Head, Commissioner.

Parole Board of Canada:

Harvey Cenaiko, Chairperson.

Public Safety Canada:

Angela Connidis, Director General, Crime Prevention, Corrections & Criminal Justice Directorate.

Canadian Resource Centre for Victims of Crime:

Heidi Illingworth, Executive Director.

Toronto Police Association:

Mike McCormack, President.

Union of Canadian Correctional Officers:

Kevin Grabowsky, National President.

The chair made an opening statement.

Ms. Connidis, Mr. Head and Mr. Cenaiko each made a statement and answered questions.

At 11:31 a.m., the committee suspended.

At 11:36 a.m., the committee resumed.

Ms. Illingworth, Mr. McCormack and Mr. Grabowsky each made a statement and answered questions.

At 12:26 p.m., it was agreed that committee proceed with clause by clause consideration of Bill C-483, An Act to amend the Corrections and Conditional Release Act (escorted temporary absence).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 1.1 carry.

It was agreed that clause 2 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

The chair asked whether the committee wishes to append observations to the report.

After debate, it was agreed to append observations.

It was agreed that the chair report the bill to the Senate.

At 12:50 p.m., the committee adjourned to the call of the chair.
