The Standing Senate Committee on National Finance met this day at 6:47 p.m., in room 705, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Buth, Callbeck, Chaput, Day, Eaton, Gerstein, Hervieux-Payette, P.C., Mockler, Seth and Smith (Saurel) (11).

Other senator present: The Honourable Senator Eggleton, P.C. (1).

In attendance: Sylvain Fleury and Raphaëlle Deraspe, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 6, 2014, the committee continued its examination of the Bill C-462, An Act restricting the fees charged by promoters of the disability tax credit and making consequential amendments to the Tax Court of Canada Act.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-462, An Act restricting the fees charged by promoters of the disability tax credit and making consequential amendments to the Tax Court of Canada Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that clause 8 carry.

It was agreed that clause 9 carry.

It was agreed that clause 10 carry.

It was agreed that clause 11 carry.

It was agreed that clause 12 carry.

It was agreed that clause 1, which contains the short title carry.

It was agreed that the title carry.

It was agreed that the bill carry.

The committee considered draft observations.

After debate, it was agreed to append these observations to the bill.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, taking into consideration the committee's discussion and any necessary editorial, grammatical or translation changes as required.

It was agreed that the chair report the bill, with observations, to the Senate.

At 7:20 p.m., the committee suspended.

At 7:23 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 4, 2014, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2015. (For complete text of the order of reference, see proceedings of the committee, Issue No. 8.)

WITNESSES:

Foreign Affairs, Trade and Development Canada:

Nadir Patel, Assistant Deputy Minister and Chief Financial Officer, Corporate Planning, Finance and Information Technology;

Arun Thangaraj, Director General, Finance Resource Planning and Management Bureau.

Transport Canada:

André Lapointe, Assistant Deputy Minister, Corporate Services and Chief Financial Officer.

National Defence and the Canadian Armed Forces:

Kevin Lindsey, Chief Financial Officer;

Rear-Admiral Patrick Finn, Chief of Staff, Material Group;

Major-General Ian C. Poulter, Chief of Program.

Mr. Patel, Mr. Lapointe and Mr. Lindsey each made a statement and, together with Mr. Thangaraj, Rear-Admiral Finn and Major-General Poulter, answered questions.

At 8:57 p.m., it was agreed that the committee adjourn to the call of the chair.
