The Standing Senate Committee on National Finance met this day at 2:15 p.m., in room 356-S, Centre Block, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Day, Eaton, Gerstein, Mockler, Rivard, Smith (Saurel) and Wells (8).

Other senators present: The Honourable Senators Eggleton, P.C., Massicotte, Neufeld and Ogilvie (4).

In attendance: Sylvain Fleury and Raphaëlle Deraspe, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its examination of the subject matter of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures. (For the complete order of reference, see proceedings of the committee, Issue No. 20.)

WITNESSES:

The Honourable Senator Richard Neufeld, Chair, Standing Senate Committee on Energy, the Environment and Natural Resources;

The Honourable Senator Paul J. Massicotte, Deputy Chair, Standing Senate Committee on Energy, the Environment and Natural Resources;

The Honourable Senator Kelvin Kenneth Ogilvie, Chair, Standing Senate Committee on Social Affairs, Science and Technology;

The Honourable Senator Art Eggleton, P.C., Deputy Chair, Standing Senate Committee on Social Affairs, Science and Technology;

The Honourable Senator Irving Gerstein, Chair, Standing Senate Committee on Banking, Trade and Commerce.

The Honourable Senator Neufeld made a statement and, together with the Honourable Senator Massicotte, answered questions.

At 2:45 p.m., the committee suspended.

At 2:46 p.m., the committee resumed.

The Honourable Senator Ogilvie made a statement and, together with the Honourable Senator Eggleton, P.C., answered questions.

At 3:17 p.m., the committee suspended.

At 3:18 p.m., the committee resumed.

The Honourable Senator Gerstein made a statement and answered questions.

At 3:30 p.m., the committee adjourned to the call of the chair.
