The Standing Senate Committee on National Security and Defence met this day at 1 p.m. in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Dagenais, Dallaire, Day, Lang, Mitchell, Ngo, Segal and White (8).

In attendance: Holly Porteous, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 12, 2013, the committee continued its study on policies, practices, and collaborative efforts with Canada Border Services Agency.

WITNESSES:

Office of the Auditor General of Canada:

Michael Ferguson, Auditor General of Canada;

Nicholas Swales, Principal;

Joanne Butler, Director.

Canadian Security Intelligence Service (CSIS):

Dan Faughnan, Director General, Security Screening.

Royal Canadian Mounted Police (RCMP):

Superintendent Shirley Cuillierrier, Director General, Partnerships and External Relations.

The chair made an opening statement.

Mr. Ferguson made a statement and, together with Mr. Swales and Ms. Butler, answered questions.

At 2 p.m., the committee suspended.

At 2:05 p.m., the committee resumed.

Mr. Faughnan made a statement and, together with Superintendent Cuillierrier, answered questions.

At 3 p.m., the committee suspended.

At 3:28 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, December 12, 2013, the committee continued its study on the status of Canada's international security and defence relations.

WITNESSES:

As individuals:

Frank Harvey, Professor of International Relations, Dalhousie University;

James Fergusson, Director, Centre of Defence and Security Studies, University of Manitoba.

The chair made an opening statement.

Mr. Harvey and Mr. Fergusson each made a statement and, together, answered questions.

At 5:28 p.m., the committee adjourned to the call of the chair.
