The Standing Senate Committee on National Security and Defence met this day at 1:02 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Dagenais, Enverga, Lang, Mitchell, Stewart Olsen and White (7).

In attendance: Holly Porteous, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 19, 2014, the committee continued its study on security threats facing Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 9.)

WITNESSES:

As individuals:

Jocelyn Bélanger, Professor, Faculty of Psychology, Université du Québec à Montréal;

Craig Forcese, Associate Professor, Faculty of Law (Common Law Section), University of Ottawa;

Jeremy Littlewood, Assistant Professor, Norman Paterson School of International Affairs, Carleton University;

Salim Mansur, Professor, University of Western Ontario.

Sûreté du Québec:

Jocelyn Latulippe, Deputy Director General, Investigations and Internal Security;

Lieutenant Sylvain Guertin, Chief, Division of Investigations on Extremist Threats.

The chair made an opening statement.

Mr. Bélanger made a statement and answered questions.

At 1:59 p.m., the committee suspended.

At 2:04 p.m., the committee resumed.

Messrs. Forcese and Littlewood each made a statement and answered questions.

At 3:09 p.m., the committee suspended.

At 3:32 p.m., the committee resumed.

Mr. Mansur made a statement and answered questions.

At 4:28 p.m., the committee suspended.

At 4:33 p.m., the committee resumed.

Mr. Latulippe made a statement and, together with Lieutenant Guertin, answered questions.

At 5:31 p.m., the committee adjourned to the call of the chair.
