The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 10:29 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Eaton, Eggleton, P.C., Nancy Ruth, Ogilvie, Patterson, Seidman, Seth and Stewart Olsen (10).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 28, 2014, the committee continued its study of Bill S-5, An Act to amend the Canada National Parks Act (Nááts'ihch'oh National Park Reserve of Canada).

WITNESSES:

Canadian Parks and Wilderness Society:

Alison Woodley, National Director, Parks Program.

Parks Canada:

Darlene Pearson, Director, Policy, Legislative and Cabinet Affairs Branch, Strategy and Plans Directorate;

Kevin McNamee, Director, Protected Areas Establishment Branch.

Department of Justice Canada:

Sonja Beharry, Legal Counsel, Environment (Parks Canada) Legal Services.

The chair made a statement.

Ms. Woodley made a statement and answered questions.

At 11:14 a.m., the committee suspended.

At 11:16 a.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill S-5, An Act to amend the Canada National Parks Act (Nááts'ihch'oh National Park Reserve of Canada).

Mr. McNamee, Ms. Pearson and Ms. Beharry were invited to the table and answered questions.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

The chair asked whether clause 2 shall carry.

After debate, it was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill, carry.

It was agreed that an observation be appended to the committee's report on the bill.

It was agreed that the chair report Bill S-5 with the observation, to the Senate.

At 12:01 p.m., the committee adjourned to the call of the chair.
