The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:12 p.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Enverga, Merchant, Nancy Ruth, Ogilvie, Seidman, Seth and Stewart Olsen (9).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Service.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee began its study of the subject matter of those elements contained in Divisions 5, 7, 17, 20, and 24 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

WITNESSES:

Office of the Privacy Commissioner of Canada:

Daniel Therrien, Privacy Commissioner of Canada;

Carman Baggaley, Senior Strategic Policy Advisor.

Royal Canadian Mounted Police:

François Bidal, Assistant Commissioner, Forensic Science and Identification Services;

Ron Fourney, Director, Science and Strategic Partnerships, Forensic Science and Identification Services.

Public Safety Canada:

Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Directorate;

Caroline Fobes, Deputy Executive Director and General Counsel, Legal Services.

Public Health Agency of Canada:

Dr. Gregory Taylor, Chief Public Health Officer.

Province of British Columbia:

Dr. Perry Kendall, Provincial Health Officer (by video conference).

The chair made a statement.

Mr. Bhupsingh, Mr. Bidal and Mr. Therrien each made a statement and, together with Mr. Baggaley, Mr. Fourney and Ms. Fobes, answered questions.

At 5:12 p.m., the committee suspended.

At 5:15 p.m., the committee resumed.

Dr. Taylor and Dr. Kendall each made a statement and, together, answered questions.

At 5:46 p.m., the committee adjourned to the call of the chair.
