The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the chair, the Honourable Dennis Dawson, presiding.

Members of the committee present: The Honourable Senators Batters, Dawson, Eggleton, P.C., Fortin-Duplessis, Greene, Housakos, MacDonald and Plett (8).

In attendance: Terry Thomas and Alexandre Lavoie, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its consideration of the subject matter of those elements contained in Divisions 2, 6, 10, 11, 16, and 21 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

WITNESSES:

Vanessa Warren (by video conference).

Town of Neuville:

Bernard Gaudreau, Mayor.

Ms. Warren and Mr. Gaudreau made statements and answered questions.

At 10:10 a.m., the committee suspended.

At 10:12 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

The committee began its consideration of a draft report.

At 10:30 a.m., the committee resumed in public.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 8, 2014, the committee began its consideration of Bill C-3, An Act to enact the Aviation Industry Indemnity Act, to amend the Aeronautics Act, the Canada Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001 and to make consequential amendments to other Acts.

Daniel Haché, Director, International Marine Policy;

Aline MacDougall, Director, Portfolio Policy and Governance;

Dave Dawson, Director, Airports and Air Navigation Services Policy;

François Marier, Manager, International Marine Policy and Liability.

National Defence and the Canadian Armed Forces:

Lieutenant Colonel Martin Leblanc, Chief Investigator, Directorate of Flight Safety.

Mr. Dawson, Ms. Lachance, Mr. Haché, Ms. MacDougall, Lt Col. Leblanc made statements and, together with Mr. Marier, answered questions.

At 11:21 a.m., the committee adjourned to the call of the chair.
