The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:28 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Beyak, Cordy, Dawson, Downe, Eaton, Ngo, Oh, Poirier, Rivard and Smith (Cobourg), P.C. (12).

In attendance: Nathalie Mychajlyszyn and Pascal Tremblay, analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. Richard Ouellet, Full Professor of International Economic Law, Law Faculty and Graduate Institute of International Studies, Laval University (by video conference);

Gus Van Harten, Associate Professor, Osgoode Hall Law School, York University;

Michael Geist, Canada Research Chair in Internet and E-commerce Law and Full Professor, Faculty of Law - Common Law Section, University of Ottawa.

The Conference Board of Canada:

Jacqueline Palladini, Senior Economist, Global Commerce Centre.

The chair made an opening statement.

Mr. Ouellet and Mr. Van Harten made opening statements and answered questions.

At 5:28 p.m., the sitting was suspended.

At 5:33 p.m., the sitting resumed.

Ms. Palladini and Mr. Geist made opening statements and answered questions.

At 6:15 p.m., the committee adjourned to the call of the chair.
