The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:35 a.m., in room 9, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Black, Boisvenu, Campbell, Carignan, P.C., Greene, Maltais, Massicotte, Moncion, Ringuette, Tannas, Tkachuk, Unger and Wetston (13).

In attendance: Adriane Yong, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 17, 2017, the committee continued its study on issues and concerns pertaining to cyber security and cyber fraud. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 26.)

WITNESSES:

Canadian Bankers Association:

Darren Hannah, Vice President, Finance, Risk and Prudential Policy;

Andrew Ross, Director, Payments and Cyber Security;

Sandy Stephens, Assistant General Counsel.

The chair made a statement.

Mr. Ross made a statement and, together with Ms. Stephens and Mr. Hannah, answered questions.

At 11:45 a.m., the committee suspended.

At 11:47 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business) and report.

It was agreed that the draft interim report concerning credit unions and the use of the terms "bank,'' "banker'' and "banking'' be adopted with the changes discussed today, and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report taking into consideration this meeting's discussions, and with any necessary editorial, grammatical and translation changes required.

It was agreed that the chair be authorized to table the amended report in the Senate, at the earliest opportunity.

At 11:54 a.m., the committee adjourned to the call of the chair.
