The Standing Committee on Internal Economy, Budgets and Administration met this day at 5:06 p.m., in room 160- S, Centre Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Cordy, Dupuis, Housakos, Jaffer, Lankin, P.C., Marshall, Marwah, McCoy, Mitchell, Munson, Plett, Saint-Germain, Tannas, Tkachuk, Wells and Woo (17).

Also in attendance: Nicole Proulx, Clerk of the Standing Committee on Internal Economy, Budgets and Administration and Interim Clerk of the Senate; Hélène Bouchard, Interim Chief Corporate Services Officer; Jacqueline Kuehl, Law Clerk and Parliamentary Counsel; and other senior Senate officials.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate's internal administration.

The committee considered the Minutes of Proceedings of Thursday, September 28, 2017, in public portion.

The Honourable Senator Plett moved:

That the Minutes of Proceedings of Thursday, September 28, 2017, public portion, be adopted.

The question being put on the motion, it was adopted.

CIBA/2017-10-03/334(P)|190| — Report from the Subcommittee on Committee Budgets

The Honourable Senator Tannas made a statement and, together with Blair Armitage, answered questions about an application for budget authorization for fiscal year ending March 31, 2018 from the Standing Senate Committee on National Finance.

The Honourable Senator Tannas moved:

That the committee approve the amount of $300,700, which would exclude any budget for the hiring of outside communications consultants; and

That a proportional analysis be undertaken before any charter aircraft be hired versus commercial travel.

After debate, the question being put on the motion, it was adopted, on division.

The Honourable Senator Tannas made a statement and answered questions about an application for budget authorization for fiscal year ending March 31, 2018 from the Joint Committee on the Scrutiny of Regulations.

It was agreed that the application for budget authorization of $2 250 for the Joint Committee on the Scrutiny of Regulations be approved.

CIBA/2017-10-03/335(P)|301| — Membership Change — Advisory Working Group on the Review of Human Resources

The Honourable Senator Batters moved:

That the Honourable Senator Campbell be removed from the Advisory Working Group on the Review of Human Resources.

The question being put on the motion, it was adopted.

At 5:54 p.m., the committee adjourned to the call of the chair.
