OTTAWA, Wednesday, November 22, 2017

The Standing Committee on Internal Economy, Budgets and Administration met this day at 12:17 p.m., pursuant to rule 12-13 of the Rules of the Senate, to organize the activities of the committee.

Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration: Honourable senators, I see a quorum.

Pursuant to the order of the Senate of November 7, 2017, there is a vacancy in the chair. As clerk of your committee, it is my duty to preside over the election of the chair.

I am ready to receive a motion to that effect. Are there any nominations?

[Translation]

Senator Saint-Germain: I nominate the Honourable Senator Larry Campbell as chair of the committee.

[English]

Ms. Legault: It is moved by the Honourable Senator Saint-Germain that the Honourable Senator Campbell do take the chair of this committee.

Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Ms. Legault: I declare the motion carried.

I invite the Honourable Senator Campbell to take the chair.

Senator Larry W. Campbell (Chair) in the chair.

The Chair: Let’s start on a note of levity here. Thank you, honourable senators.

Moving forward, I would need a motion for the election of two deputy chairs.

Senator Dawson: I propose Senator Munson as deputy chair, if he accepts.

Senator Tkachuk: I propose Senator Denise Batters.

The Chair: We have Senator Munson and Senator Batters. Is that agreed upon by the committee?

Hon. Senators: Agreed.

The Chair: Thank you.

I need a motion that the Subcommittee on Agenda and Procedure be empowered to make decisions on behalf of the committee with respect to its agenda, to invite witnesses and to schedule hearings.

If the full committee is unable to meet, the Subcommittee on Agenda and Procedure will be authorized to resolve the immediate administrative problems and report its decision at the first meeting thereafter.

Senator Tkachuk: I so move.

The Chair: Further, that the Subcommittee on Agenda and Procedure be composed of the chair and the two deputy chairs, followed by what I said after that. Thank you.
